The Ministry of Foreign Affairs, led by Paulo Rangel, will have an allocation of 485.4 million euros for 2026, a value that, according to the State Budget Report released this Thursday, October 9, represents a growth of 10.7% compared to the 2025 estimate. Of this amount, 398.8 million relate to tax revenues. The strategic objective of Portuguese diplomacy for next year is, according to the same document, to reinforce the country’s political and geostrategic position and relevance on the international stage.
In this sense, the foreign policy and European affairs program will have an allocation of 92 million euros, with the largest portion (86 million) destined for one of the “big bets of this government in the short term” – Portugal’s candidacy for the United Nations Security Council in the 2027-2028 biennium, with a view to achieving its election as a non-permanent member in June next year – but also in support of peace efforts, namely, but not exclusively, those promoted by the UN. The remaining six million are intended to reinforce Portugal’s role in Europe, highlighting participation in the negotiations of the next Multiannual Financial Framework, carrying out initiatives to commemorate Portugal’s accession to the European Union (which will be 40 years old in 2026) and promotional actions to reinforce the presence of Portuguese people in European institutions.
