The new building law, known as ‘Construction Turbo’, promises to drastically reduce planning times for construction projects in Germany. With the aim of reducing planning time from five years to just three months, this law could significantly stimulate the construction sector. The initiative aims to make more efficient use of urban space and reduce legal barriers that have previously hindered the construction of new housing and defense projects.

A central aspect of the construction turbo is the so-called ‘experimentation clause’, which allows municipalities to deviate from existing regulations in order to test faster approval processes. This clause is limited until the end of 2030 and could form the basis for a permanent reform of the construction industry in Germany. The possibility of building on hard-to-reach areas such as supermarket roofs opens up new perspectives for urban densification.

The Federal Council’s support for the law presented by Construction Minister Verena Hubertz shows that the need for faster housing construction is recognized. Given the lack of affordable housing, the law is seen as urgently needed. Nevertheless, there are concerns that the number of new permits could remain below the required 320,000, as the Hans Böckler Foundation predicts.

The law could also have significant effects in the defense sector. Defense Minister Boris Pistorius welcomes the possibility of accelerating the construction of facilities for the production and storage of defense products. Despite ecological tests, faster implementation is expected, which could increase the efficiency of national defense.

The construction industry is showing signs of recovery, indicating a possible end to the construction crisis. With a clearly formulated roadmap, the construction sector could become a significant economic stimulus. The densification of urban areas could also attract investment and promote economic dynamism in urban areas.
