The new building law, known as ‘Construction Turbo’, promises to drastically reduce planning times for construction projects in Germany. With the aim of reducing planning time from five years to just three months, this law could significantly stimulate the construction sector. The initiative aims to make more efficient use of urban space and reduce legal barriers that have previously hindered the construction of new housing and defense projects.
A central aspect of the construction turbo is the so-called ‘experimentation clause’, which allows municipalities to deviate from existing regulations in order to test faster approval processes. This clause is limited until the end of 2030 and could form the basis for a permanent reform of the construction industry in Germany. The Federal Council’s support for the law presented by Construction Minister Verena Hubertz shows that the need for faster housing construction is recognized.
