In Germany, the welfare state is at the center of a current debate, which is fueled by a study by the Nuremberg Institute for Labor Market and Occupational Research (IAB). The majority of working people support the basic idea of the welfare state, but see the associated costs as a significant burden on society and the economy. This ambivalent attitude is reflected in the results of the survey, in which around 70 percent of those surveyed recognized the benefits of welfare state services, while 64 percent found the costs to be problematic.
A central topic of the discussion is the need for fair performance. Almost three quarters of those surveyed believe that higher performance should also lead to higher rewards. This desire is particularly pronounced among people with low incomes, who often have the feeling that social benefits can have a demotivating effect. This is particularly evident among low-income earners, 64 percent of whom believe that social benefits can make people lazy.
The study highlights that reforms in the welfare state are met with approval when they both ensure social security and reward performance. This is particularly important for recipients of citizens’ benefit or unemployment benefits, who maintain the value of work despite state support. The researchers emphasize that the welfare state is seen as necessary to keep society fit, similar to sport, which is strenuous but essential.
The results of the study are based on the online personal survey “Working and Living in Germany” (IAB-OPAL), in which over 5,000 participants between the ages of 18 and 65 took part. This survey offers valuable insights into the attitudes of the German population towards the welfare state and highlights the challenges that politicians face in finding a balance between social protection and economic performance.
