Insurance enacts Transport Fund with alert for adequacy of financing for municipalities

The President of the Republic, António José Seguro, announced this Wednesday, March 18, the promulgation of three government diplomas, including the regulation of the Fund for Mobility and Transport (FMT), warning in this case of the need for “adequate financing” for municipalities.

According to a note published on the Presidency’s website, the promulgation of the diploma that redenominates and regulates the FMT is made with a “warning of the need to ensure that, even if the logic underlying the formula for calculating the financing of transport authorities is maintained, it is guaranteed that the transfer of responsibilities to Municipalities and Intermunicipal Communities will be accompanied by adequate financing”.

Compliance with this requirement, to which the National Association of Portuguese Municipalities also drew attention, aims to guarantee “the principle of financial neutrality” and prevent “the existence of territorial inequalities”, the note adds.

The first promulgations by António José Seguro since taking office as head of State, on March 9, also included the Government diploma that allocates to the Administration of the Ports of Setúbal and Sesimbra, SA the administration of the public domain portion of the State where the Mitrena shipyard is located and authorizes the assignment of the contractual position, says the note.

Finally, the President promulgated the diploma that establishes a specific regime applicable to higher education activities carried out in national territory by foreign entities not integrated into the Portuguese higher education system.
