The President of the Republic promulgated the decree that amends the Legal Regime for Public Transport of Children and Young People, increasing the age limit of these vehicles from 16 to 20 years. The promulgation took place this Saturday, March 21st.
According to a publication shared on the Presidency’s website, the decree of the Assembly of the Republic was promulgated amending the Legal Regime for Public Transport of Children and Young People, approved by Law No. 13/2006, of April 17. On December 12th, The Assembly of the Republic generally approved a PSD bill that proposed changing the Legal Regime for Public Transport of Children and Young People.
It was fixed in 20 years is the maximum age limit for vehicles that provide transport services for children and young people, over 16 years provided for in the current regime and extendedsince 2021, until the age of 18 through exceptional regimes. The diploma was approved with the abstention of IL, PAN, JPP, Livre and socialist deputy Pedro Delgado Alves, and the support of the other parliamentary groups.
In February 2025, parliament had already discussed a similar bill, proposed by the same party, which was sent to the parliamentary committee on Economy, Public Works and Housing, but never reached the final global vote due to the fall of the government. At the time, the PSD proposed increasing the age limit of vehicles to 25, now reducing it to 20 years, an amendment that social democratic deputy Bruno Faria considered to be “balanced and sustainable”.
The argument was to allow more realistic management of the vehicle fleet, taking into account the financial obstacles of municipalities and social sector entities that make it difficult to renew fleets. During the debate, the opposition admitted the need to make the law more flexible, so as not to compromise the continuity of the provision of transport services for children and young people, but warned about the need to guarantee safety and financially support the institutions.
