Minister regrets low investment in police

The Minister of Internal Administration criticized this Friday (27) the poor execution of the plans that regulate investments in the police, considering that they were “far below what is acceptable”, and confessed to having been “deeply upset” by the degradation of some PSP facilities.

What I see is that it was an execution far, far, far below what was acceptable and desirable”, said Luís Neves at the ceremony that marked 50 years of the Public Security Police Intervention Corps.

The minister was referring to the implementation of the Security Forces and Services Infrastructure and Equipment Programming Law, which establishes investments for PSP and GNR for a period of five yearsand has had two cycles so far: the first plan began in 2018 and ended in 2022, while the second began in 2022 and ends this year with a planned investment of R$607 million.

“I note with deep concern that in the last two plans, the execution (…) fell far, far short of what should have been executed”, said the government official in the speech, adding that “this cannot happen again” since “the security forces have difficulties, especially in the installations and equipment”.

Luís Neves highlighted that the budgeted funds “have to be used to their fullest extent”, stressing that “the Government will do everything to ensure execution is very close to 100%”.

In statements to journalists, the minister stated that the next Security Forces and Services Infrastructure and Equipment Programming Law is being prepared, which will come into force in 2027, and which will include “more equipment and facilities”.

Regarding the issue of facilities and equipment, I am very clear, the next program, which we are going to start working on now, will definitely have a different execution to the one we have had so far”he promised, highlighting that there are funds for investments.

The minister said that he has already identified “the obstacles that arise” in the fulfillment of these investments and assured that he will do everything “to reverse” this situation.

“Any obstacles that arise in this matter will be quickly dismantled,” he said, promising a “prepared, modern and valued” PSP.

Luís Neves also said that earlier this week he visited PSP facilities in Porto and confessed: “The conditions, the state of degradation and difficulties that I saw left me deeply bitter and even devastated”.

Asked by journalists whether this criticism regarding the execution of these plans that began under the PS government was directed at his predecessors in office, both PS and PSD, the minister replied that they were not.
