The hearings were called due to a proposal by Minister Lenia Batres to abandon a criterion of the old Court. In summary, he proposed removing the obligation for all the country’s laws or regulations to be subject to consultation by people with disabilities when they are issues that concern them..

Their argument was that in recent years laws, regulations and standards that benefited people with disabilities were invalidated just because the formality of consulting that sector was not complied with.

Given the accumulation of positions against his proposal, Batres announced that he would change his project.
