The Superior Audit of the Federation (ASF) filed the third complaint before the Attorney General’s Office of the Republic (FGR) for possible mismanagement or diversion of resources that would amount to more than 60 million pesosduring the administration of Ana Gabriela Guevara at the head of the National Commission of Physical Culture and Sports (Conade).
The complaint arises from an investigation in which the auditors identified serious acts of possible corruption of officials of said organization.
Among these events are the alleged receipt of bribes and collection of moches to simulate tenders and award contracts to suppliers incapable of performing the service.
Millennium reports that updated official data from the ASF indicate that the complaint is the result of the 117-DS forensic compliance audit related to the funds of the “Attention to Sports” program that Conade carried out during the 2019 budget year.

In 2024, the ASF itself had already filed two complaints related to irregularities, but corresponding to the public account 2020.
The new complaint is the first resulting from alleged mismanagement in 2019.
The results report of the 117-DS forensic audit initially identified a possible embezzlement or inappropriate use of resources in the order of 186 million pesos, it indicates. Millennium.

Among them, for example, direct hiring without due justification or compliance with the law, benefiting specific suppliers without completing the competition stages or verifying technical and financial capabilities.
Bribes, bribes, triangulation
But among the most serious, statements and testimonies stand out that confirm the existence of collection of “moches” and possible acts of corruption by public servants to grant contracts and manipulate billing for amounts higher than the services actually provided.
- A specific case is that of the contract for the “Food service for athletes, coaches, multidisciplinary teams and special events organized by Conade” awarded to the company Quality Multifunctional Industrial Kitchens, SA de CV CIMCSA without any type of bidding or competition involved, but through a direct award under supposed market analyzes that were simulated.
Upon further review, auditors documented that potential front or paper companies were used to simulate that other offers were analyzed.
The company that received the contract, CIMCSA, did not have the human or material capacity to execute the service for which he received 17 million pesos. Therefore, the services were not actually carried out in the agreed terms.
The auditors interviewed CIMCSA legal representatives who They confessed the way in which the awarding of the contract was arranged with Conade officials.
The first step was a meeting at a Mexico City hotel in July 2019 between the owner of CIMCSA and public officials. In this meeting, the terms of the contract were agreed and which companies would be used to simulate the offers.
“The owner of CIMCSA made an initial payment of 150 thousand pesos, for the award of the contract to his company CIMCSA, to Conade personnel, in the aforementioned meeting in June 2019; Likewise, they indicated that Conade personnel requested 15.0% of the invoiced amount and that, in March 2020, final payments of the money requested for the award of the contract were made,” the report indicates. the auditors cited.
Not satisfied with the above, the officials asked the owner of the company to will increase the total amount of services agreed so that the final payment was higher, which thus occurred.
After receiving the resources, the auditors identified that CIMCSA transferred them to the accounts of another company called NOVCA GROUP, SA de CV
Added to this example are others identified in the auditors’ forensic report that have the common denominator of combine services awarded in dubious circumstances, poor deliverables, and the conclusion that the services would not have been carried out even though they were paid for.

The administration headed by Ana Gabriela Guevara in the National Commission of Physical Culture and Sports (Conade) has already accumulated three complaints from the ASF before the FGR.
Only the Segalmex case accumulates more complaints from auditors in terms of cases registered in the previous six-year period.
The ASF reports show that just from the review of the 2019, 2020 and 2022 public accounts Conade accumulates almost 524 million in observations for mismanagement which, to date, have not been clarified or justified.
If the destination of that money is not clarified or if the resources are not returned, the Audit Office is obliged to present more complaints to the FGR against the officials who are responsible.
This amount originates from 44 situations that the auditors identified where public resources would have been misused by Conade officials. Irregularities that the auditors warned. They have been reiterated.
