President Claudia Sheinbaum avoided commenting on the drone attacks registered against the facilities of the State Attorney General’s Office (FGE) of Baja California, stating that the Security Cabinet “reported it in the morning.”

Tijuana, October 16 (Zeta).- As terrorism is how they will investigate the attack con explosive devices thrown from three drones recorded at 7:00 p.m. on the night of Wednesday, October 15, 2025 at the facilities of the State Attorney General’s Office (FGE) in the delegation of Tijuana beaches. Es history e unpublishedconfirmed the Prosecutor’s Officesince there is no history of drone attacks against installations of Government in Baja California.
“Terrorism and whatever results, as the facts occur, we will see what other type of criminal offense can be updated,” declared the Fiscal General, María Elena Andrade Ramírez who recognized that the attacks could be related to the fire at two facilities of the FGE in the middle of September.
“It could be the same group. Remember that the events are very recent, but based on the evidence we believe so, but right now I do not have the exact answer,” Prosecutor Andrade responded to ZETA.

Synchronously, after seven in the afternoon, the drones arrived at the Jardines de Playas Section neighborhood of Tijuana, they approached the patios of the FGE facilities at a height of less than three meters to drop the domestically manufactured explosives, causing the detonation of pellets and nails that caused material damage.
Although the FGE newsletter specifies that the damage was material to six vehicles, Prosecutor Andrade specified that there is damage to only four units. That the attack was planned and executed remotely, ensuring that the technology is available to investigate the attack.
“These explosive devices with spells, that is, they are plastic bottles that contain nails, pellets and metal fragments in said plastic bottle, which are activated. They carry them with the drone, move them to a very distant distance that can be kilometers and activate a type of gunpowder and that device expands these materials that it contains inside. That is, it is not a Molotov bomb nor is it “It is activated by a fire mechanism, otherwise it is the damage they can do with those metals or fragments inside,” said the Prosecutor. In this incident, three private vehicles and one official vehicle were damaged.
“The damage was to the bodywork and glass,” explained Prosecutor Andrade during the press conference.
“What we observe on the way and what we have there on cameras is that the device travels from some sector. The drone has some accessory where the moment it reaches the point where it must release the device it casts a spell and the moment it makes contact with the ground is when it makes the detonation and the various splinters, metallic issues, even marbles. Then it is cast. It is a matter of seconds. The drone released the device and retreated,” he explained. Miguel Ángel Gaxiola, Prosecutor specialized in homicides in Baja California.

Minutes after the attack, the security coordination table set up police filters at accesses to Playas de Tijuana and Playas de Rosarito, and increased surveillance at security facilities, including the Control and Computing Center, C5.
While federal and state authorities were carrying out their investigation of the area where the explosives were detonated, shots were fired trying to interrupt or knock down the overflight of a drone in the area. What the police officers presume is that they were elements of the National Guard who acted from the vulnerability of the drone attack. But Prosecutor Andrade could not explain what happened at that moment.
“As for the shots, I want to be very clear: there were no shots in this attack on the Prosecutor’s Office, there were in the second part, but there were no shots from the aggressors,” Andrade said and then confessed that the shots were in defense due to the presence of a drone. “Yes, those shots were fired. We must take into account that it was a sudden attack, that their security was also violated. The drone was there but it is not known if there could be another type of danger behind the fence,” he explained.
Prosecutor Andrade insists that the attacks against the State Attorney General’s Office are the response of organized crime for the searches carried out and the arrest of leaders of criminal cells.

“Right now we have already exceeded two thousand searches from January to date. We have carried out two thousand 066 searches from January to date, plus those from tonight I have not counted. It is an unprecedented number, it is to be working and perhaps not leave criminals in their comfortable state,” said Prosecutor Andrade.
One of the lines of investigation that the FGE could follow into the attacks is the recent arrest of an extortionist in Tijuana, an investigation that took place at the Playas facilities. “We have just arrested a person for extortion on a high-risk issue and we will provide more news in due course,” said the Attorney General.
Presuming technology but without detailing what it consists of, Prosecutor Andrade trusts that the third attack against FGE facilities will not be repeated or go unpunished, she said. “According to the evidence, these three are corroborated in terms of the previous case, we have seven people detained. The Prosecutor’s Office has the necessary technology to be able to continue with the investigations,” explaining that in the other attacks there were detainees, after the identification of the aggressors by security cameras.
The drone overflight will now be taken more seriously, since this Wednesday’s case did not attract attention since it is normal for unmanned aircraft to fly in the area due to recreational or artistic activities, including the overflight of North American helicopters. What has not yet been determined is whether they will request greater restrictions from the United States Aeronautics, which really controls the restricted areas in the airspace, or if they will do so through a Mexican legislator.

US issues alert for violence in Tijuana
An alert for violence was issued by the United States Consulate in Mexico due to the increase in violent attacks against justice facilities in Mexican territory, specifically due to what occurred at 7:00 p.m. in the Playas de Tijuana delegation, where an attack with drones and firearm detonations affected the Specialized Anti-Kidnapping Unit of the Attorney General’s Office of the State of Baja California.
The US Consulate General in Tijuana issued an urgent warning, urging its citizens to avoid the area, stay informed and contact family members.
“There are reports of an attack against the Baja California Prosecutor’s Office in Playas de Tijuana. Follow local news and stay away from the area. Inform your friends and family of your situation. For emergency assistance for US citizens, call (55) 5080 2000 from Mexico and 011 52 55 5080 2000 from the US,” reads the publication on their formal social networks.
This incident adds to a series of warnings issued by the US diplomatic representation in Mexico. In January 2025, the Embassy in Mexico City launched a level four alert for Tamaulipas, citing frequent shootings and the presence of improvised explosive devices in rural areas and secondary roads.
In February, similar warnings were extended to states such as Colima, Guerrero, Michoacán, Sinaloa and Zacatecas, due to high levels of violence, kidnappings and organized crime.
These alerts not only seek to protect US citizens, but also reflect growing concern about the use of unconventional warfare technology such as drones in attacks against Mexican security institutions.

The alert in Tijuana marks a turning point in the perception of risk in border areas. The use of drones in attacks on judicial facilities represents a tactical evolution that worries both Mexican authorities and foreign diplomats.
Although Mexico does not appear on the list of countries with a “do not travel” warning in its entirety, the fragmentation of the risk by state shows a strategy of containment and constant monitoring.
Verbatim, the US government statement says:
