Placed in solitary confinement for almost 5 years, Cédric Jubillar said he wanted to get out, complaining about his conditions of detention. The prison administration cites security concerns concerning him.
Since June 18, 2021, Cédric Jubillar has been placed in solitary confinement at the Seysses remand center. A very strict prison regime which does not allow him to physically mix with other prisoners. Daytime walks are supervised by supervisors and the plaster painter occupies his time, between TV, reading or occasional correspondence in his 8 square meter cell. “I have never seen such a degraded guy in detention, he is exhausted, I cannot prepare his defense in his conditions because I cannot communicate normally with him,” Pierre Debuisson, one of his lawyers who regularly goes to the prison visiting room to meet him, told the prison administration last February.
“I can’t take it anymore, I’m exhausted, I can’t sleep”, complains, for his part, Cédric Jubillar, who mentions the incessant noise from the other inmates, the screams, the banging against the walls, the light all night in the corridor… According to our information, he is described as someone “almost depressed”.
“Guarantee the safety of Cédric Jubillar”
For the prison administration, this prison regime is the only one that can guarantee its own security. The strong media coverage of his affair and the numerous publications and television reports on the “Jubillar affair” have prompted the administration to redouble its vigilance. She also indicates wanting “do everything possible to guarantee [votre] security and avoid as much as possible the burden of traditional detention“.
An administrative procedure can be initiated by the advice of Cédric Jubillar to obtain release from the isolation unit. Until now, the prison administration has issued a “proposed extension” of this regime motivated by multiple reasons, including those linked to the security of the inmate. Faced with this blockage and as a sign of protest, Cédric Jubillar’s new lawyer did not attend the last preparatory meetings, at the Toulouse Court of Appeal, in view of the next trial which is due to open, in Toulouse, before the Assize Court, on September 21, 2026.
