The debate, the current moment, is conducive to utopia, as resistance, as hope that allows us to continue believing that Trump is like the pandemic, one day it will pass!
Now faced with the dystopias of uncertainty, the closest political utopia may be transcontinental, between the Peninsula and the nearest other side of the pond. For this reason, and from a perspective from the South, based on the analysis of Yassine El Yattioui, a specialist in diplomacy and economic intelligence, who looks at Ibero-Africa as an opportunity under construction.
El Yattioui’s argument is based on the number of “Spanish” speakers. With 600 million speakers, the Rabat/Madrid axis extends to all of Latin America and the United States, too. It is, therefore, an unequivocal hemisphere positioning. And Morocco is Atlantic, and wants to be Atlantic, since 2020, by adhering to the Abraham Accords and by presenting the Tangier-Nigeria gas pipeline construction project, the NMGP.
This is how the Moroccan specialist perceives his kingdom at the center of the Mediterranean/Europe/America crossroads, no longer seeing in the language a mere legacy of colonialism, but “a space of strategic inscription, particularly fruitful”.
The Raulesque perspective, starting from Cabo da Roca, is even more comprehensive. We are Atlantic, “Portuguese on the loose in Brazil” and we also have a considerable Portuguese community in North America. What’s missing? A Mediterranean conscience! Why? Because geographically we are not Mediterranean, but geopolitically, we are forced to be. It is in this sense that the Portuguese contribution to this debate must add Algeria to the equation. Why?
Because Algeria also wants to tear up the desert with a gas pipeline, towards the same source as the Moroccan NMGP.
Because it is precisely Algerian gas that Portugal and Spain depend on and receive daily, also via the trans-Mediterranean gas pipeline. In the Portuguese case, we also depend on Nigerian gas, which arrives liquefied.
Because organizing a Football World Cup, 2030, with Morocco and Spain, is always necessary fun and prior to big business, which provides regional alignments.
The utopia, from here, from the inhospitable Cabo da Roca, must contemplate this Maghreb competition for Nigerian gas and contribute to both projects materializing, as soon as possible, for the good of Sines, and based on what a Tangier-Sines connection could represent for the production of green hydrogen and the transformation of the Algiers-Guincho axis, into a Euro-Atlantic-Mediterranean, alternative and Portuguese bloc!
