Chairman of the International Affairs Committee in the Russian State Duma, Leonid Slutsky, expressed his conviction that the United States is working in a constructive manner to stop his country’s war with Ukraine, stressing that Moscow will not stop the fighting unless it achieves its goals.
According to what Slutsky said in an interview with Al Jazeera, the Ukrainians oppose the terms presented by Washington, and therefore it is still early to talk about the results.
This document also remains temporary, and will be subject to discussion and reformulation until negotiations between the two countries begin directly, according to Slutsky, who stressed that his country will not give up on some of the matters that President Vladimir Putin spoke about.
Moscow – as the Russian official says – will only accept Ukraine’s abandonment of its constitution, which he described as Nazi, disarmament, and ending the dream of joining the North Atlantic Treaty Organization (NATO), which wants to approach Russia’s borders.
We will not give up on our goals
If the Ukrainians do not take constructive positions that achieve Russia’s goals in this war, the fighting will continue despite Moscow’s flexibility in negotiating, according to Slutsky, who stressed that the time has come to resolve the conflict peacefully.
But resolving the conflict through diplomacy requires – according to the spokesman – Kiev showing a positive position that it has not yet shown in matters such as the territorial issue, even though it has dealt with the American pressures being exerted on it.
Slutsky refused to talk about the terms of the American document, which he said were secret and undiscloseable, stressing that his country “counts on rationality” and that Washington has a chance to stop the war, but no one can know how things will end.
Earlier on Tuesday, Ukrainian President Volodymyr Zelensky said he was ready to discuss sensitive matters regarding Washington’s peace plan with President Donald Trump, with the need to include European leaders in the talks.
The Ukrainian president’s advisor also said in a statement to Al Jazeera that his country had succeeded in improving the document submitted by Trump, and that there had been developments in some of its provisions.
He stressed that Zelensky did not authorize the delegation to talk about ceding the land, because it is a matter decided by the Ukrainian people in accordance with the country’s constitution, adding that Kiev will not recognize any occupation.
On the other hand, Kremlin spokesman Dmitry Peskov said that Moscow understands that amendments are being made to Trump’s plan to settle the war, and that it has not yet received this plan in order to discuss it in detail.
He added that Trump’s project may be a good basis for negotiations, and that Moscow is interested in achieving its goals through politics, but its position has not changed, and it is sticking to it.
Trump had previously stated that ending the war in Ukraine was not as easy as he thought, revealing that an agreement in this regard was close to being reached, noting that “tremendous progress” had been made last week regarding ending the war.
He explained that he directed US envoy Steve Witkoff to meet with President Putin in Moscow, and at the same time Defense Minister Pete Hegseth will meet with the Ukrainians.
The US President continued, “I look forward to meeting (Volodymyr) Zelensky and Putin soon when the agreement to end the war is ready or in its final stages.”
