“We have to take care of ourselves because we cannot depend on a single foreign partner,” he said. “We cannot control the disruption coming from our neighbors. We cannot bet our future on the hope that this will suddenly stop.”

“We can control what happens here. We can build a stronger country that can withstand disruption from abroad,” he said.
Carney added that simply waiting for “America to get back to normal” is not a viable strategy.
“Hope is not a plan and nostalgia is not a strategy,” he stressed.
Carney said Canada “has been a great neighbor” that has supported the United States in conflicts, including Afghanistan and two world wars.
“America has changed and we must respond,” he said. “This is about taking back control of our security, our borders and our future.”
